I've now also tried under a PkgBase 14.2-RELEASE-p2 based
poudriere aarch64 jail:

Success

Again: no problem observed with both lto and 
--enable-optimizations in use (including PGO activity).

It seems that there is more to the context that
contributes to the failing cases.
