I think the ultimate solution would be for Mojang to adjust Minecraft server so that it doesn't call for such short sleep times, however, that bug report has been open for a long time (along with a few others) and the solution was basically "use /proc/<pid>/timerslack_ns". I tried to open a bug with Mojang for it hoping that they will try and fix it this time, however, their bug reporting platform refuses to allow me to create an account at this time for some reason.
