I was having the same issue on 14.0-RELEASE-p4. After adding:
ntp_leapfile_sources="https://hpiers.obspm.fr/iers/bul/bulc/ntp/leap-seconds.list"
to rc.conf and restarting ntpd, still had the expired file error.

Running `/etc/rc.d/ntpd fetch` then restarting the daemon did the trick.
