software watchdog RELENG13 not working ?

Was trying out some new hardware that does not seem to have a hardware watchdog on it so was going to try the software one. However, after starting up watchdogd -t 20 and then doing a killall -9 watchdogd, a GENERIC kernel just prints the messages below and does not reboot.
