HEADS-UP: discontinuing stable/12 snapshots

As we are inevitably going to be restarting the 14.0-RELEASE cycle
relatively soon (details and updated schedule to be determined at the
moment), it is that time again to start rotating builders in preparation
of having 15.0-CURRENT, 14.0-STABLE/-BETA/-RC/-RELEASE, and 13.2-STABLE
builds.

As each builder runs the same FreeBSD version as it produces, and given
the very low commit count to stable/12 lately, this week's stable/12
snapshot builds will be the last from the branch (r373095) built by re@.
