SCTP support with monolithic kernel

Is there anyway to get SCTP support build into a monolithic kernel?                                                                 
                                                                                                                                    
On Both 14.1-RELEASE-P2  and 15-CURRENT I've tried building kernels with:                                                           
options SCTP_SUPPORT                                                                                                                
options SCTP                                                                                                                        
                                                                                                                                    
AND Just                                                                                                                            
options SCTP                                                                                                                        
                                                                                                                                    
kld -v shows no sign of SCTP and the boot message on both systems shows a:                                                          
                                                                                                                                    
module_register_init: MOD_LOAD (sctp, 0xffffffff805c1570, 0) error 17                                                               
                                                                                                                                    
Am I missing something?
