The UTC standard allows leap seconds to be applied at the end of any UTC
month, with first preference to June and December and second preference to
March and September.

Leap seconds may be positive or negative, and up to 2 may be applied at
once.

Linear leap smearing is applied by Google's NTP servers, and by the NTP
servers in AWS EC2 service – this solves the problem of discontinuity or
non-monotonicity in timekeeping.
