blackhole(4) says it's disabled by default, and indeed all 3 are 0 on my
system, so something might have set it for you after all?

$ sysctl net.inet.tcp.blackhole net.inet.udp.blackhole
net.inet.sctp.blackhole
net.inet.tcp.blackhole: 0
net.inet.udp.blackhole: 0
net.inet.sctp.blackhole: 0
