Depends.

First of all, you can use text decoration to achieve what
colors could be used for, e. g., sectioning, emphasize,
bringing structure to text. Creating such text has a long
and powerful tradition especially in UNIX world.

Additionally, users not able to see colors (or not able
to see anything) would have no advantage from being
provided colored text, so the added complexity adds
risks (hidden links in HTML, tracking, etc.) and
requires more resources on the side of the recipient
(MUA must be able to render HTML, automated postprocessing
much more complicated).

So in the end, using text-only seems to be the best way
to reach a maximum audience by investing minimum
resources. The more compatible something is designed,
the better it can be used.
