Steps that I performed (no luck still)


# freebsd-update install
No updates are available to install.
Run '/usr/sbin/freebsd-update fetch' first.

# freebsd-update fetch
Looking up update.FreeBSD.org mirrors... 2 mirrors found.
Fetching metadata signature for 12.3-RELEASE from update2.freebsd.org...
done.
Fetching metadata index... done.
Inspecting system... done.
Preparing to download files...
File changed while FreeBSD Update running: /rescue/zstdmt

# reboot

# freebsd-update install
No updates are available to install.
Run '/usr/sbin/freebsd-update fetch' first.

# freebsd-update fetch

Fetching metadata signature for 12.3-RELEASE from update1.freebsd.org...
done.

# freebsd-update upgrade -r 12.4-RELEASE

The following components of FreeBSD seem to be installed:

The following components of FreeBSD do not seem to be installed:
