I did check <https://www.freebsd.org/community/mailinglists/>, <https://docs.freebsd.org/en/books/handbook/eresources/#eresources-mail>, <https://wiki.freebsd.org/FrontPage/Section/Community> and <https://lists.freebsd.org/> before posting; there was no hint of where to begin. If you were to seek the advice, which of those pages might you check first? (Excluding lists.freebsd.org.) Whilst I can't find an example of /Mailing Lists/ being used to create a mailing list, <https://bugs.freebsd.org/267813> was a recent example of changes of address.
