I had similar peculiarities with an upgrade of a jail from 
13.1-RELEASE-p7. In Matrix/IRC #poudriere I wrote:


… for giggles, I clicked 'y' when asked whether nonexistence of 
/etc/passwd (and various other files) was reasonable, whilst upgrading a

The resulting jail seems to be functional, I began a run of 
poudriere-bulk, but I do wonder whether something was wrong during the 
upgrade.
