To shut sendmail off completely you want

sendmail_enable="NONE"

sendmail trying to pass root mail to localhost. This is because it's
unconfigured as you thought you weren't using it.

It's sendmail by another name. I haven't run sendmail for years, but
from memory it's sendmail acting as a mail submission daemon.

It'll go away when you shut off sendmail properly.
