There are 3 possibly useful links in that post, the first to a forum search of related topics, second a link to intel's 12th-gen processor manual and thirdly a PR from Feb 2021 mostly to do with problems on Thinkpads with this setting, but with perhaps useful clues in the general case, ie your Xeon?
