Hard disagree. Even with stern "no undescribed pictures" language in the
charter, description quality would vary wildly (including no
descriptions), and missing or bad descriptions would only get
half-hearted, after-the-fact enforcement, which combine to make it a
horrible idea, accessibility-wise.
