IIUC the OP tries to "open"/"run" the downloaded Windows ISO by FreeBSD.
I guess it's important to explain, that the Windows ISO either needs to
be burned to a DVD, I doubt it fits on a CD or that it needs to be used
to make a bootable USB stick. After that there is the need to shut
down/restart FreeBSD and then not to boot it again, but instead to boot
into the Windows installer on a DVD (or on an USB stick).

While USB sticks are very cheap today, I doubt that the OP will be able
to use an USB stick. It's not only "harder" to make a bootable USB
stick, it's also requires to get into the BIOS, to boot from an USB
stick. However, since the OP already is unable to burn an ISO to a DVD,
I strongly recommend to get in contact with Windows support, unless
somebody from this mailing list is really willing to explain how to
burn a DVD. Without doubts a lot of requests will follow, such as how to
use the Windows installer, how to activate Windows for less than $100
etc., not to mention that Internet Explorer is discontinued.
