After looking a the information, I looked at
https://forums.freebsd.org/threads/cheap-wireless-usb-adapter-rtl8188eu-rtl8821au-or-something-else.78563/
and realized that all of my problem connections were ssh and the symptoms
are at least similar to what I am seeing. Laer in the thread it sounded
like that issue was fixed in 13.1 and main (14), but only started seeing
this issue a couple of weeks ago, possibly after a system upgrade. Could
hte "fix" have gotten broken?

I'll rummage through updates to rtwn tomorrow and see if I see anything
interesting. Perhaps my assumption that it is a hardware issue is wrong.
