Thanks. I did manage to get the system "running", but it was still unable to be further upgraded because freebsd-update was still confused. I ended up installing 12.2 from DVD, and then upgraded that to 13.0, so I won't have to go through this again for a while. Fortunately only the OS lives on the "root" disk; all the data is on a zfs pool on different disks.
