Update to 7.2.6

Hello,

My attempt at updating py-sphinx.

Update to 7.2.6:
- ${DISTVERSION} over ${PORTVERSION}`
- Drop ${DISTNAME}
- Some port{clippy,fmt,lint} maintenance
- Use ${TAR} over hard coded binary name
- Build HTML and manual pages
- Compress shared build and runtime dependencies into ${_SPHINX_DEPENDS}
- Add option for providing APIs to Web Apps
