@Kai Does this really need to be added/scoped to Uses/python.mk ? 

We have no python framework mechanisms in place that use setuptools_scm (as we
do setuptools), and the issue is limited in scope to those packages that use
setuptools_scm. 

With that in mind, it seems setting appropriate environment variables or
arguments specifically and only within the setuptools_scm port is the most
appropriate solution
