Add net/py-paho-mqtt1 to satisfy requirement for sysutils/py-mqttwarn

Hello,

I want to add net/py-paho-mqtt1 to the ports tree to meet the needs of sysutils/py-mqttwarn - that port requires net/py-paho-mqtt<2
