It is difficult to prioritize when there are two methods, WITH_*_PORTS and WITHOUT_*_PORTS.
Perhaps we have experienced even something like "Order allow,deny Allow from ... Deny from ..." :)
I wondered if a new variable had arisen to resolve that.
