Poudriere not making packagesite.pkg

Hi,

It has been a year and a half since I have updated my system, I just
installed 13/stable, and I have a poudriere jail to match.

I have poudreire 3.3.7_1 and pkg 1.19.0 installed

When I build a port with poudriere I am not getting the meta and
packagsite files to update pkg, leaving me unable to install pkgs onto
the host system

Any ideas why this has stopped working?
