FreeBSD 12.3 is not expected to be forwards compatible = with 12.4 as you can't predict the future changes. The policy (as I last read it) is to build packages on the oldest supported= version of a branch. A newer FreeBSD version (12.4) is assumed to be backw= ards compatible with an older FreeBSD version (12.3) so pkgs build on 12.3 = should run on 12.4.
