Missing quarterly current pkg files?

For a couple of days now I've been trying to upgrade my pkg database
on an amd64 system running CURRENT (28 March).  It started with a
nightly security check that output:

  pkg: Warning: Major OS version upgrade detected.  Running "pkg bootstrap -f" recommended

OK, tried that and got variants on:

  # pkg bootstrap -f
  pkg: Warning: Major OS version upgrade detected.  Running "pkg bootstrap -f" recommended
  pkg(8) is already installed. Forcing reinstallation through pkg(7).
  The package management tool is not yet installed on your system.

In passing it's worth noting the first three lines of output, which
could be improved on.

I've checked both IPv4 sites, and
http://pkg.FreeBSD.org/FreeBSD:14:amd64/ only contains a "latest"
directory, not "quarterly".

What's the issue here?  This system was running fine until I tried the
bootstrap.
