Patch to update devel/libsoup3

- Update to 3.6.5
- Remove GSSAPI_BASE option

About GSSAPI_BASE option, upstream decided to use the 'krb5-gssapi' pkgconfig
file, so this file is only available with following ports (securitty/heimdal
and security/krb5)
