'lsu-steam-bootstrap' worked fine,

'steam' would do initial downloads and download full steam client then would
continuously report 'steamwebhelper' wasn't starting and offer to restart it
with various options which all failed.

Eventual digging around through scripts prompted me to attempt to turn on
LSU_DEBUG to find out what was going on. At that point the normal steam client
login came up and things proceeded as expected.

After that was done once, it seemed happy to startup without the environment
variable set.
