Patch for m4ri

* Don't detect CPU features from build host, rely on CPUTYPE provided by
framework instead
* Adjust Makefile to closer follow Porters Handbook

Compile and runtime tested on 14.2-RELEASE (amd64) (make, make check-plist,
make test)
Poudriere testport ok 13.4-RELEASE (amd64)

Tested with following consumers using Podriere on 13.4-RELEASE (amd64 and
i386):
math/brial
math/cryptominisat
math/m4rie
