This diff adds version 1.52 of Par (current version of textproc/par is 1.53),
but with i18n patches, which allow to use this software with utf8 encoding.

Unfortunately no version of this patch is available for 1.53, so it's not
possible to customize textproc/par and new port is needed.

Also patch for capsicum support is included.
