Adds missing perl dependencies to databases/mariadb114-client for mytop command

When I do mariadb114-client install in clean environment, then I can't run
mytop command (comes from mariadb114-client package) as there is missing perl
dependencies. Same situation is in mariadb 10.5, 10.6 and 10.11 client packages
too.
I have made a patch for 11.4 version, hopefully I had understand correctly
databases/mariadb114-server/Makefile logic.
