Hi all, 

attached is the git diff to update security/step-certificates to newest
available version 0.28.1.

Additionally, it fixes bug 282633 by renaming the rc-script from step-ca to
step_ca and an issue with creating the correct permissions during setup, that
had not been discovered so far.

It was tested on my local poudriere and built fine without any issues.
