I had a quick look at

there isn't a dependency between numpy and postgresql as suggested in point 5,
but as you later suggest between qt and postgresql (though I didn't check).

None of my systems are current, but could I suggest that you look at
/etc/make.conf and modify, or add, DEFAULT_VERSIONS to include pgsql=17?

The syntax is:
DEFAULT_VERSIONS+= pgsql=17
which might alleviate.?
