Patch that updates the x11-fonts/charis-compact port to version 6.200

The submitted patch updates the x11-fonts/charis-compact port to version 6.200.
I will take over as its maintainer moving forward. I tested the port in
Poudriere and installed it directly as well.

Changes:
- Update MASTER_SITES and WWW variables.
- Add NO_ARCH=yes.
- Add LICENSE_FILE.
- Switch to DISTVERSION.
- Submitter takes maintainership.
