sysutils/logwatch: add missing files to pkg-plist and files/Makefile

- some config files for logfiles directory were missing
- added to pkg-plist and files/Makefile
- please portlint w.r.t
sysutils/logwatch/files/patch-scripts_services_syslog-ng

I checked both portlint and poudriere-testport.
