The comments in the configuration files shipped with the package say:

# dhcpd.conf
#
# Sample configuration file for ISC dhcpd
#

This could mislead people into thinking that they were running ISC DHCPD
instead of OpenBSD dhcp.  Despite the fact that the config files are in a
similar format  for both daemons, that's not what the comment indicates.

Perhaps we could say

# dhcpd.conf
#
# Sample configuration file for OpenBSD dhcpd
# Similar format to the configuration file for ISC dhcpd
#
