Doesn't build in a Tcl 9 environment ("DEFAULT_VERSIONS+=tcltk=90" in
"/etc/make.conf" and no Tcl 8.6, but 9.0 installed). Needs updated to at least
v3.47, as the support for Tcl 9 was first added in SQLite 3.47; The actual
SQLite version is 3.49.1.
