sysutils/zsd: Update to 2025-02-23

The attached patch updates sysutils/zsd to 2025-02-23.

Port changes:
- Fix LICENSE.
- Take maintainership.
- Change MASTER_SITES to https://.
- Pet portlint.

Upstream changes:

   - Add --use-range option to destroy all snapshots at once
     using a single zfs command.
   - Remove obsolete warning about unresponsive systems
     when destroying "too many" snapshots at the same time.
   - Add LICENSE file.
