Edited rc script

Hello,

For interaction with other services (mainly electrs), I need the .cookie file
to be group-readable (electrs runs as its own user, not the bitcoin user).

I could not find any configuration parameter in bitcoind to do this, so I
edited the rc script to make it group-readable.

I am not good at bash scripting ! You'll find attached my modified script
though. This needs several "adjustments":
* using an rcvar to control wether this is done or not
* making the .cookie path dynamic
* exiting the loop at some point if the .cookie file is not found

I can work on this a bit more if you think this can be useful to more people
than just myself :-)
