Proposed patch.

An upcoming devel port with a DISTVERSION including commit date creates a
SITELIBDIR without the commit date. This fails during stage. Allowing ports to
override this, just as we allow overriding PEP517_INSTALL_CMD would make build
of some python devel ports possible.
