The support of Tcl 9 was added on SQLite 3.47 - with a 3.46x version it won't
work:

I've already reported that the port update is needed for Tcl9, but that topic
was closed: https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=283929#c6

Unfortunately, a build of the current SQLite 3.48 does not work by simply
adjusting the port numbers and executing "make makesums" - this update
unfortunately requires a little more work…
