why is it important in which programming language programs are written to you
as a user?

For python only libaries get the pkgnameprefix, as you could potentially have
multiple versions for diffrent versions of the interpreter installed (I guess
the same is true for perl).

End user programs like yt-dlp, qutebrowser, latex-biber don't have any
indication in which language they are written in the pkg name, as that is
irrelevant.
