Add a proper REQUIRE line in the rc script

If we add 'swtpm_enable="YES"' in /etc/rc.conf*, it fails to start with this
error:

Starting SWTPM config tpm ...ld-elf.so.1: Shared object "libfuse.so.2" not
found, required by "swtpm"

This is because /usr/local/etc/rc.d/swtpm does not have proper "REQUIRE" line.
