[Bug 283588] devel/libunistring: Update to 1.3

I forced rebuilding and reinstalling libunistring and all ports depending on it
(especially the courier ones).

To revert I simply swapped libunistring.

(performed this test three times to be sure)

I do plan to contact unicode developer about this.

I need to test with gcc, I will need to modify the port though, I build
everything in poudriere.


I'm not advocating for splitting the port, but I'd like to understand what is
going on.
