Update devel/papi to 7.2.0b1

The attached patch gets devel/papi (currently BROKEN) to compile and install. 
I updated the base version to the latest and made the necessary fixes to
install it.

I suspect it is not usable yet but this is a start.  The first program I tried
to run crashed in library initialization because a particular file was not
found.  If the file is not found the library constructs an alternate pathname
using sprintf.  The destination of that sprintf in that code path is a
read-only string literal.  I am giving up after submitting this patch.
