As of zoneinfo 2024.b, several timezones have moved into "Backwards
Compatibility" status, which is controlled by variable BACKWARD. When BACKWARD
is off, several files are missing during install, and install fails. The build
proceeds normally with BACKWARD=on.

The following shows partial output from the failed build, indicating the files
with issues:
