fixed rc.d/bird

I tried to run bird2 service in fib 1 and it didn't work. I found the problem
and it was in rc.d/bird script. A sequence of commands in script was broken and
variable command was before load_rc_config. I fixed it and attached file to the
ticket. bird version 2.15.1 FreeBSD 13.4
