Patch for dtc

* Convert to Meson
* Import upstream PR 141 [1]

Compile and runtime tested on FreeBSD 14.1-RELEASE (amd64) (make, make
check-plist, make test)
2 tests fails (1 using current version in tree)

Poudriere testport OK 13.3-RELEASE (amd64)
