Patch to slightly "modernize" xmulti.

Being a 20+ year old piece of software, there were quite a few issues I had
when using xmulti/xmaid.  This patch fixes a few of them to breathe some life
into this port:

-The documentation was in ISO-2022-JP, so I converted it to UTF-8 to make it
easier to view.

-I added some English translations for both the documentation and the program
itself. They are installed to the same directory and have a .en extension.

-Moved configuration from ${PREFIX}/lib/X11/xmaid to ${PREFIX}/etc/xmaid as
they are configurable (for the most part).

The patch also adds a note about using the translations in pkg-message.
