Patch to bump yubico-piv-tool to version 2.6.1 and yubikey-manager to 5.5.1

Yubico have released new versions of the ykman (yubikey-manager) and
yubico-piv-tool applications. 

The ports build and appear to run fine just by bumping the versions in the
Makefiles and running "make makesum", but "port test" does have issues with it
so will likely need some cleanup by someone more familiar with FreeBSD Ports.

I've attached my trivial patch to this ticket.
