Patch for libjcat

* Use release archive as recommended by Porters Handbook
* Use gnome helper
* Remove incorrect dependencies
* Add USES= gettext-runtime (used by cli util)
* Disable gtkdoc and don't install tests

Poudriere testport OK 14.1-RELEASE (amd64)
